A severe flash flood warning has been issued across much of the Eastern United States, affecting regions from Pennsylvania to New York, New Jersey, and parts of New England as of late July 2023. Torrential rainfall, driven by a slow-moving atmospheric river drawing moisture from the Atlantic Ocean, has saturated the ground, causing rapid overflows of rivers and streams and creating life-threatening conditions.

The National Weather Service (NWS) has issued multiple flash flood warnings and watches, prompting several states to declare states of emergency to mobilize resources for rescue and recovery efforts. New York’s Hudson Valley has been particularly affected, with historic rainfall totals exceeding four inches in a few hours, resulting in widespread road closures, stranded motorists, and evacuations. Pennsylvania is also experiencing severe flooding, with several counties under flash flood warnings. New Jersey is grappling with significant rainfall and rising water levels, with concerns growing for low-lying coastal areas.

The NWS is warning of the extreme danger of driving through flooded roadways, emphasizing their “Turn Around, Don’t Drown” message, as even a few inches of fast-moving water can sweep a vehicle away. The saturated ground also raises concerns about landslides and mudslides, particularly in mountainous areas. The severe weather system is causing significant disruptions to travel, with numerous flight cancellations and delays at major airports.

Meteorologists predict that while the heaviest rainfall is shifting northward, the risk of flash flooding will persist throughout the day and into tomorrow. Residents in affected areas are urged to stay informed through official sources, heed evacuation orders, and avoid unnecessary travel. The ongoing event highlights the need for improved infrastructure and preparedness measures to mitigate the impacts of future flooding, linked to the increasing frequency and intensity of extreme weather events due to climate change.

The Red Cross has established shelters for displaced residents and is providing assistance to those affected by the devastating flash floods, with donations being accepted to support relief efforts.
